PACES provides assistance in shaping
policies, strategies, practice, training and evaluation
for all services and activities which impact on local communities.
We work with public, private and third sector organisations, producing savings and added value by showing how to make better use of existing resources.
The distinctive feature of the PACES approach is that it focuses on energising local public services and communities together.
Conventional approaches tend to focus either on making services more efficient or on building community involvement. The PACES concept integrates and balances these complementary forms of productivity. Unlike many efficiency programmes, it sees community activity as a real form of production, not just a background to service provision. But equally, unlike many community projects, it is outcome-oriented and shows that there can be objective measures of whether communities become stronger and more empowered.

★Guidance on how local authorities and their partners can create a better environment to enable third sector organisations to thrive [National Indicator 7], commissioned by the Office of the Third Sector in the Cabinet Office, 2009
★‘Empowerment Skills for All’, research and learning framework for workers in public service agencies. Commissioned by the HCA Academy (now part of Homes and Communities Agency), 2008-10.
★Evaluating community development programmes for local authorities in Crewe and Nantwich (now East Cheshire), Tower Hamlets and Stockport.
★Evaluating empowerment: reconciling official indicators with local experience. Commissioned by Creating Excellence, the South West Regional Empowerment Partnership, 2009
★Contributing to the Health Empowerment Leverage Project which has been commissioned by the Department of Health to establish the business case for the use of community development in health.
